    The project manager will be responsible for overall delivery of projects through project management, coordination with the business leads (both executive and managerial), information technology (IT) work teams and vendor partners. The selected candidate will manage multiple projects as approved by the Executive Steering and Project Council that involve coordination of IT solutions including but not limited to software development. The candidate will report to the IT PMO director and will have no direct reports; however, will manage the day-to-day relationships with business leaders, IT work teams, subcontractors, and project partner vendors throughout the lifecycle of the projects. This position is located in McLean, VA (Tysons Corner) and will require minimal to no travel.

    RESPONSIBILITIES & QUALIFICATIONS

     Responsibilities 

    • Manage all project phases and deliverables including work breakdown, cost estimation and managing the budget, scheduling, and time tracking, managing project risks and issues, monitoring, and reporting on progress against the defined schedule and budget
    • Manage project expectations, evaluate project needs, and maintain communication with the business leads and project teams to ensure that needs are met with respect to urgency and priority
    • Manage activities and timesheets of subcontractors and vendor partners utilized to deliver the technical solution
    • Coordination and prioritization of development tasks and issue resolutions for the project team
    • Manage the collection of documented requirements, design plans, test plans, test cases
    • Manage the development of appropriate project documents such as project charters, success criteria, project management and communication plans, status reports, steering committee presentations, meeting agendas and meeting minutes
    • Adhere to the IT PMO standards for project management methodology
    • Following project release date, continue to manage enhancement requests and issues with the internal team to determine optimal solutions and continuous improvements through frequent solution releases during the post-implementation stabilization period

    Qualifications

    • Bachelor’s degree in information technology
    • 3+ years’ experience as a project manager
    • 5+ years’ experience of IT industry experience particularly with technology development such as requirements, architecture, development, application management, maintenance, operations
    • Knowledge of SDLC process
    • Strives to develop trust, credibility, and strong working relationships
    • Solutions-driven; able to quickly analyze and propose solutions to project risks and issues with the project teams
    • Excellent verbal and written communication skills that convey into project plans, meeting notes, presentations and status reports to all key stakeholders.
    • Ability to train project teams to recognize scope changes and adhere to change control process
    • Effective leadership and management skills in setting direction, driving teams to meet objectives
    • Specific experience with managing agile (scrum or lean) and waterfall methodologies
    • Highly proficient in project planning, risk management, team management and organizational change management
    • Excellent time management and organizational skills in dealing with multiple and/or complex projects
    • Ability to persuade and influence others for positive outcomes
    • Experience and high level of comfort with managing multiple projects plans simultaneously
    • Experience managing business analysts and developers
    • Project Management Professional (PMP) certification is preferred
    • Experience with process-based maturity models such as CMMI or ITIL is preferred
